The Cover Letter outlines the guidelines for procurement and purchasing. The tracking form document needs to be filled out if we are establishing a new grant, cooperative agreement, contract, etc.  It also shows the path within KDA that the contract needs to take to get proper approvals and what needs to be done once the contract is signed by both parties.
